Introduction

Hon. Marcelino "Nonoy" Libanan has been instrumental in spearheading a range of impactful initiatives in Eastern Samar, focusing on livelihood assistance, infrastructure development, environmental conservation, and social welfare. Key projects include distributing relief aid through TUPAD, advancing significant road constructions, launching the Green Samar Project for large-scale reforestation, and enhancing Borongan Airport's infrastructure.
