Introduction
Hon. Marcelino "Nonoy" Libanan has been instrumental in spearheading a range of impactful initiatives in Eastern Samar, focusing on livelihood assistance, infrastructure development, environmental conservation, and social welfare. Key projects include distributing relief aid through TUPAD, advancing significant road constructions, launching the Green Samar Project for large-scale reforestation, and enhancing Borongan Airport's infrastructure. His efforts also extend to providing medical outreach, upgrading the Eastern Samar Provincial Hospital, supporting peacebuilding housing projects, and distributing financial assistance to students. - Distributed relief aid to 853 workers in Eastern Samar.
- Launched a restoration and reforestation initiative to restore 90,000 hectares in Samar Island Natural Park.
- Allocated P200 million for the enhancement of Borongan Airport's infrastructure.
