Introduction
Hon. Marcelino "Nonoy" Libanan is a distinguished public servant recognized for his exemplary contributions to governance, human rights advocacy, and community service. He was inducted into the Emeritus Congressional Hall of Fame in 2005 and was honored as the Most Outstanding Congressman for four consecutive years from 2001 to 2004. Libanan's dedication to public service is further evidenced by his accolades, including the Outstanding Solon of 1998, the Red Feather Leadership Award, and the White Dove Award for Peace Initiatives. His commitment to quality service and leadership has earned him numerous awards from esteemed organizations such as the Rotary Club of San Juanico and the Task Force Detainees of the Philippines.
